The Watergate complex was completed as "low-rise" marina-style living in 1974. Originally built as apartments, the community completed its conversion to condominiums in 1979. The homeowners' association has become an influential and pro-active segment of the Emeryville community.

The Watergate community is quite diverse and represents a large percentage of the city's total popluation.
